Located 20 minutes southwest of downtown Houston, Sugar Land is the largest city in Fort Bend County. It is recognized as one of the most ethnically diverse communities in the Houston area and has been named “A Community of Respect” by the Anti-Defamation League.

Recognizing that their population is aging and has become increasingly diverse—and that the city is now nearing buildout—the City of Sugar Land decided to update its comprehensive plan and engaged our team in 2022. The new plan will be an agile planning document that harmonizes with previous planning and development efforts, establishes a complete community-based vision for the future, and enables the City to respond to changes in the world.

Created through a robust engagement process of traditional and non-traditional methods, such as virtual reality, workshops, and design-thinking focus groups, Sugar Land’s new comprehensive plan balances competing interests while helping the City become future-ready.

The updated plan considers signals and trends that the City should be mindful of for the future, incorporates scenario planning for multiple alternative futures, and drives participants to think boldly about the City’s future.
