Clark County Water Reclamation District Capital Improvement Program

The Clark County Water Reclamation District (the District) is responsible for the collection, treatment, and reclamation of wastewater for more than one million people. The District needed a plan to effectively manage and maintain their assets that included a collection network of more than 2,200 miles (3,541 kilometres) of pipeline, 23 pumping stations, and six treatment facilities. The District engaged our team to design their Capital Improvement Program (CIP) using a Reliability Centered Design (RCD) approach to aid in the implementation of the Uptime Elements Framework program for these assets.

We assessed the District’s assets for potential failures that may not be obvious and then determined steps to maintain and increase the assets’ longevity. As part of these efforts, we created a model and simulated a baseline design using real life scenarios then evaluated and refined based on the results. We also developed a performance tracking framework for the verification and validation of the production performance and service levels during installation, commissioning, and operation of these assets.

With a reliable CIP in place, the District is fully prepared to operate and maintain each asset’s full life cycle.
