Douglas Commercial Land Port of Entry Comprehensive Design and Engineering

The new Douglas Commercial Land Port of Entry (LPOE) is a $275 million design-build project located five miles (eight kilometres) west of the existing Raul-Hector Castro LPOE along the US-Mexico border. The U.S. General Services Administration (GSA) selected our team to deliver transportation and infrastructure engineering, civil and utilities design, surveying, and architectural support for this project, in collaboration with Hensel Phelps and Jones Studio, Inc.

Our team reengineered the 106-acre (43-hectare) site to reduce disruption to the natural landscape, significantly improve stormwater management, reduce the overall campus footprint, and enhance traffic circulation. Although the site layout underwent significant redesign, construction on our site, civil, and utilities early works package moved forward in less than 12 months from notice-to-proceed, an outcome made possible by close coordination and a shared commitment to progress.

The second design package includes a main building, four inbound commercial primary inspection lanes and booths, a commercial inspection building with secondary loading docks, hazmat inspection and seizure processing areas, and a vault. Additional facilities include a vehicle exit booth, kennel building, Federal Motor Carrier Safety Administration (FMCSA) facility, firearms simulation building, and a southbound commercial inspection lane with associated processing structures, totaling approximately 180,000 gross square feet (10,034 gross square metres). This port will incorporate the latest in design and technology and include docks with refrigeration to meet current and future needs in key sectors, such as manufacturing, fresh produce, and mining.

With the building design anticipated to be finished in the winter of 2026, vertical construction is scheduled for the following spring and anticipated project completion by 2028.
