The opening of the North terminal at the new Louis Armstrong New Orleans International Airport increased traffic congestion and safety concerns at Loyola Drive and I-10, an already busy interchange. Existing infrastructure couldn’t support rising traffic volumes, potentially creating bottlenecks, delays, and higher accident risks at this critical gateway. The Louisiana Department of Transportation and Development (LADOTD) engaged us to expedite a solution for the interchange.
Our Design-Build team developed an innovative alternative technical concept featuring a diverging diamond interchange (DDI), the first of its kind in Louisiana. The DDI demonstrated superior operational performance compared to the preferred alternative while streamlining traffic flow, reducing conflict points, and improving overall safety. The design also eliminated the need for a nearly 1,200-foot (366-metre) third bridge structure, significantly reducing construction complexity and project costs. These innovations enabled the team to deliver the project for $125.6 million—meeting LADOTD’s budget and coming in 27% below the next lowest bid.
Beyond improving mobility and affordability, our design also features aesthetic bridge structures, advanced lighting systems, and a shared-use path for the community. Thoughtful design and planning reduced right-of-way impacts, preserved surrounding businesses and residences, and minimized the need for extensive utility relocations.
By implementing this transformative infrastructure, LADOTD has addressed rising traffic volumes and improved connectivity, safety, and efficiency for residents, travelers, and businesses.
