Kansas Department of Transportation Resilience Improvement Plan

The Kansas Department of Transportation (KDOT) wanted to develop a resilience improvement plan for their roadways and associated infrastructure. They engaged our team to help.

The plan includes a statewide vulnerability assessment. We used our in-house Vulnerability Evaluator to score over 10,500 bridges and culverts, and 10,000 miles (16,093 kilometers) of roadway, against nine natural hazards for current and future conditions.

By conducting a robust engagement process, we helped KDOT shape their vision for a resilient transportation network. This included creating a multi-agency Resilience Steering Committee and hosting informative webinars with the public and metropolitan planning organizations.

Our team also held a workshop with KDOT staff to explore the continued use of vulnerability assessment results and scoring for future planning. We developed an accompanying training guide and video, including video scripts for internal resilience program knowledge sharing. Additionally, we facilitated a supplemental evacuation activity to examine KDOT emergency capabilities and identify areas for enhancement.

For project development, we created an evaluation matrix with vulnerability assessment data and key demographic indicators and solicited input to identify focus areas. We then determined projects and programmatic actions to address vulnerabilities in each focus area and created a prioritization framework to rank projects and guide future selections.

During this effort, we leveraged expertise from our North American Funding Program to create an investment plan to help KDOT increase and integrate funding opportunities across multiple programs. We also created a policy integration memo that recommended incorporating the plan’s results into other KDOT and state plans or programs.

With this comprehensive resilience improvement plan in place, KDOT can address climate vulnerabilities and continue enhancing their infrastructure.
