Our master plan shares ranked alternatives to help this County increase the level of service delivered to its citizens.

To increase the level of service to its citizens and strategically position for the future, the Lexington-Fayette Urban County Government (LFUCG) embarked on a capital improvement plan. We were engaged as one of three firms collaborating to partner with the County on their facility assessment and master planning efforts.

Our study assessed the location and condition of County property and assets to develop an overall master plan that optimizes the use of owned property and minimizes the use of leased property. We also proposed a master layout of the County’s five divisions, enabling the most efficient administrative and operational usage possible. Our team executed audits and benchmarking of existing conditions, employee surveys and leadership interviews, a blue-sky workshop to explore aspirations and possibilities, and scenario planning.

In summary, we developed 3 ranked alternatives for 2020 compared to existing conditions in 2017. We also designed financial scenarios where the anticipated capital and annual expenditures could be offset by selling vacated properties, empowering the LFUCG to make informed decisions about next steps.
