Winona’s busiest street gets a needed makeover

With aging infrastructure and major safety concerns along Highway 43 (TH 43), the corridor is one of the highest priority projects for the Minnesota Department of Transportation (MnDOT) and the City of Winona. The highway carries nearly 23,000 vehicles per day—making it the busiest street in Winona, Minnesota.

We were hired by MnDOT District 6 to provide preliminary and final design services for the TH 43 reconstruction. Our job? Project management activities including managing the design, leading the public involvement efforts, coordinating a major multimodal traffic study, environmental documentation, and the coordination of public and private utilities.

For the multimodal study, we collaborated with MnDOT’s Geometric Design Support Unit and used Vissim—a traffic simulation software—to model a complete corridor for both a series of roundabouts and a series of traffic signals. The model, along with a comprehensive public engagement program that included both in-person and virtual-engagement tools, helped move the preferred design to a four-roundabout corridor from TH 61 to Sarnia St.

Through teamwork and proactive engagement, we helped MnDOT and the City of Winona keep this safety upgrade on schedule so the TH 43 corridor could continue to provide a safe, efficient transportation experience for highway users.
