Shoreview Housing Study

Shoreview is a vibrant, growing suburb north of St. Paul. With abundant natural amenities and flourishing schools, it’s an attractive location for new housing developments. But development of high-end apartment buildings is raising questions about other housing needs in the community that are not being met. Looking to address these needs, the City of Shoreview engaged us to help.

We conducted a housing study to provide a detailed understanding of the City’s housing inventory. Our team studied its market and development context and housing opportunities, challenges, and needs. We used market research, mapping analysis, and other analytical methodologies. Conducting structured interviews with housing developers familiar with Shoreview, we sought to understand their perceptions of the development context and the range of housing types that may be viable in Shoreview. We provided the City with a selection of short-, medium-, and long-term housing strategies that would diversify the housing inventory, preserve critical existing housing types and affordability, and produce new and affordable housing.

The information from our study helped the City sharpen their housing strategies and programs—advancing their housing goals to help meet community needs.
