In 2010, after nearly 20 years of planning and permitting, the Southern Delivery System moved into implementation with Stantec as the program and construction manager. Phase 1 began operation in April 2016, finishing on schedule and over $160 million under budget.
The $825 million project conveys Arkansas River water stored in the Pueblo Reservoir to the City of Colorado Springs, City of Fountain, Security Water District, and Pueblo West Metropolitan District. It includes three pump stations to lift raw water 1,500 feet, 45.4 miles of mostly 66-inch diameter raw water pipelines, 50 MGD water treatment plant, finished water pump station, and 4.6 miles of finished water pipelines.
We led the design, construction, and cost/change management; scheduling, contract administration; procurement; permitting and environmental compliance; resident engineering and inspection; and GIS. In collaboration with Colorado Springs Utilities, we implemented an innovative public involvement program. Focus areas included permit compliance, intergovernmental/regulatory relations, relationship-building and issue resolution with property owners and residents, and partner agency coordination.
Prior to the start of the project, we also managed the development of an extensive Environmental Impact Statement (EIS) as a third-party consultant to the Bureau of Reclamation. The EIS was completed after nearly six years of analysis of potential alternatives and the environmental impacts of each.
