Putting sustainable outcomes at the forefront of a harbour restoration

Te Awarua-o-Porirua (Porirua Harbour) Restoration Plan

Increases in urban development, agriculture, and road infrastructure have caused ongoing ecological degradation to the riparian margins of Te Awarua-o-Porirua (Porirua Harbour), a crucial marine, coastal inlet and tidal area. Listening to the land and observing its changing conditions, Porirua City Council (PCC) set out to develop a detailed restoration plan that respects the unique rhythms and needs of these riparian margins. They reached out to our team to help determine what, where, and how the harbour could be restored in harmony with nature.

Te Awarua-o-Porirua’s exposed estuarine environment consists of three main areas—Pāuatahanui Inlet, the Onepoto Arm, and the outer harbour. Working within the site’s typologies and constraints as well as accounting for previous and future efforts, our ecologists and landscape architects worked with PCC to develop an approach rooted in attentive observation and responsive action. This approach aims to restore, extend, and protect the habitat of native wildlife by identifying planting treatments and phasing strategies that respond directly to the land’s signals. The goal is to supplement ecological and biodiversity outcomes as part of a broader effort to sustainably manage and heal the degrading coastal margins.

This restoration plan now forms part of PCC’s Long-term Plan 2021–51 and helps highlight the importance of these coastal margins for communities during flood events. By continuing to listen to the land and adapt with climate initiatives, PCC is taking steps now to protect Te Awarua-o-Porirua for future generations.
