Skillfully balancing place and movement planning as part of a 10-year city centre revitalisation vision

Tauranga City Council has a vision to make its city centre—Te Rapunga Ora ki Te Papa—a great place to live, work, learn, and play. We’ve been helping the council with its 10-year City Centre Action and Investment Plan, focusing on key actions such as movement and accessibility, land use, connection with water, identity and culture, and the natural environment.

The plan seeks to support a growing resident and student population and attract locals and visitors to spend more time in the city centre. The private and public investment of $2 billion over the next decade will redevelop the civic precinct of Te Manawataki o Te Papa, make improvements to the waterfront, complete movement projects, and upgrade public spaces.

Using collective, collaborative planning across all disciplines and stakeholders, including mana whenua (Indigenous landowners), we balanced place and movement coherently in our design and advice, rather than planning transport in isolation from the land it serves.

The result? A plan that incorporates four pou (guiding pillars) and a strategic outcomes-focused strategy that details key directions to help Tauranga achieve its goal.
