Bruce Horton

Bruce is an environmental and resource economist with over 15 years’ experience of applying economic concepts to practical environmental management and sustainability at the national, European and international level, predominantly in the water sector. He leads Stantec’s work on environmental economics and natural capital and has extensive experience in natural and social capital accounting.

Bruce co-developed a leading tool for assessing the multiple benefits of blue-green infrastructure. He is currently working on a range of projects including net zero carbon strategies, the economic impacts of strategic water transfer schemes and evaluating the costs and benefits of reducing storm overflows.

In a previous role, Bruce was the water industry’s lead policy adviser on a range of environmental issues, including climate change, water resources management, catchment management, and sustainable development. He has also worked as an environmental economist at the Environment Agency. He has a PhD and MA in Environmental Economics from the University of East Anglia.

Bruce is a Chartered Environmentalist with the Society for the Environment and a member of the European Association of Environmental and Resource Economists.
