Business Case for the Leeds City Region HS2 Growth Strategy

Following earlier work on the overall business case for High Speed Rail 2 (HS2), Stantec supported Deloitte to deliver an HS2 Growth Strategy for the Leeds City Region. The aim was to develop a business case to ensure the opportunities generated by HS2 are realised and economic growth maximised to the benefit of the city of Leeds and the wider region.

The work included the development and application of a prioritisation matrix to assess the performance of transport and non-transport options against various criteria, including the objectives set out in the Strategic Economic Plan. Our role was to appraise a series of transport options and determine which ones will most effectively support the objectives of the Growth Strategy, maximise the growth and benefits, and ensure these are distributed across the region.

This analysis was a crucial part of the strategic and economic cases of the overall business case to be delivered to the Department for Transport and Department for Communities and Local Government.
