We supported Merseytravel by defining a long-term strategy for Mersey Ferries, then assisted in the procurement of new vessels
Liverpool is home to the ferry across the Mersey, one of the most iconic ferry services in the world. The ferries are operated, owned, and funded by Merseytravel. The vessels date from the late 1950s and early 1960s and are approaching life expiry. Merseytravel therefore commissioned a team—including Stantec—to develop a long-term strategy for the ferries.
This strategy was focused on defining the service within the current commuter and tourist markets, whilst ensuring continuity of the heritage and symbolism attached to the service. The work combined site visits, consultation, desk-based research, and analysis. The final strategy shortlisted three vessel, service, and infrastructure options for the future of the Mersey ferries. We then developed the Outline and Final Business Cases for the new service, exploring a range of potential funding and procurement approaches, drawing in our experience and framing it within the context of European State Aid legislation.
Merseytravel settled on a design and build contract and direct operation of the services by the authority. We prepared the Commercial, Financial and Management Cases, with the team also providing procurement advice to Merseytravel. With these new vessels, Merseytravel is prepared to provide iconic travel services for another 70 years.
