Following the announcement of the closure of the Milford Haven Refinery in Pembrokeshire, the Welsh Government commissioned our team to undertake an Economic Activity and Location Impact (EALI) assessment study. The goal? To identify the extent to which transport infrastructure investment could support the economy of the area. This would include looking at fully dualling the A40 between St Clears and Haverfordwest and how this could support and develop the local Pembrokeshire economy

Our assessment included analysis of recent economic performance, industry profile and output levels, labour market structure and performance, areas and levels of deprivation, and travel to work information. It was brought together in a detailed report, which set out the potential economic benefits of improving transport infrastructure in Pembrokeshire. 

The EALI analysis concluded that the main impact of dualling the A40 would be to tackle the perception related issues which are seen to be inhibiting inward investment and tourism. Road improvements would provide promotional and marketing opportunities for the county along the lines of ‘opening up Pembrokeshire for business’. The study findings were used directly by Welsh Government to accelerate existing road proposals in this corridor.
