Stantec can help combined authorities navigate their new powers under the 2017 Bus Services Act
When West Yorkshire Combined Authority (WYCA) wanted to develop a bus strategy which was underpinned by business cases considering a range of options, Stantec and Deloitte were appointed to produce the outline business case. The goal? To produce robust evidence that would best enable delivery of local transport plan outcomes, including the assessment of a quality contract scheme against a variety of partnership models.
Our work included producing economic, financial, and cost models, developing procurement, service delivery, and operational strategies, and outlining proposals for fares and ticketing. Our team supplemented the financial assessment of Deloitte with practical advice on bus industry operations, vehicle and infrastructure costing, and bus passenger demand sense checks (reviewing the theoretical model outputs).
Stantec is one of the few passenger transport specialist consultancies to have worked on two statutory quality contract schemes—that means we understand the practical application of franchising to UK bus operations. We were also fully engaged in the consultation and development of the franchising elements of the 2017 Bus Services Act, and this knowledge can be brought to subsequent projects where combined authorities are considering using their new powers under the Act.
