台灣自來水股份有限公司(以下簡稱台水公司)口徑800mm (含)以上導送水管線總長約 2,200多公里，該等大型維生管線通常為連接水源、主要給水廠/淨水場與供水區域的重要幹管，並通過斷層、土壤液化、山崩敏感區域，若發生爆管或地震而失效，除降低供水穩定外，更影響鄰近居民生命財產安全。
Stantec 美商傑明協助台水公司進行管線安全評估，分為「管線狀況評估」及「管線耐震評估及補強」2大項目。在此專案，Stantec 台灣與英國團隊合作，導入多因子分析(Multi-Criteria Analysis, MCA)技術，以更客觀及科學化的方式量化管線資產風險，並完成管線風險分級與排序。
本計畫成果將做為台水公司進行大型管線資產管理維護的基石，提供管線狀況檢測、更生、汰換及耐震補強之決策指南，協助台水公司將有限的資源做最有效的投入，並實質活絡台灣自來水管線檢測市場。
