大漢溪為供應大台北地區的重要飲用水來源，政府機關皆投入許多資源於大漢溪河段整治，數十年來已逐步有所成就。埔頂排水位於大漢溪上游，從河川源頭確保水質安全尤為重要，因此桃園市政府水務局辦理埔頂排水水環境改善計畫，首重目標即為削減埔頂排水的污染量，確保大漢溪中下游河段的水質更加潔淨。
水質淨化是本案的核心，Stantec美商傑明於規劃、設計階段納入永續思維，考量都市開發成長和社區衝擊與影響，進一步將水質淨化工程整合環境景觀營造與生態修復。
Stantec美商傑明採以自然為本的解決方案，根據場域基地特徵調整埔頂排水沿岸人工濕地的池體佈設，在劃設並保存台灣特有種（台灣大豆）生態敏感保護區域、場域內次生林、竹林等自然地景的前提條件下，同時達到每日可淨化1萬噸的晴天雜排水之計畫目標；同時，水質淨化過程完全無需使用電力與額外添加化學物質，成為一無耗能處理之友善示範場域。
此外，在水域與陸域共同營造下，創造出大漢溪左岸一處水綠景觀教育園區，在全區21公頃的工程範圍，包含5.5公頃的濕地水域生態圈，以及15.5公頃的水岸公園。本計畫完成後，於完善的生態保育與棲地營造機能下，本案串聯周邊多個生態園區與公園，最終形成超過146公頃的水岸綠廊，亦成為一處兼具生態保護與休憩的多功能環境教育場址。
