"headline": "桃園市生質能中心BOT案促參履約管理計畫",

桃園市生質能中心是桃園市政府為解決廢棄物處理問題，並配合「循環經濟」、「生質廢棄物資源化」政策，達成資源再生目標。由桃園市政府依促參法遴選特許廠商以興建─營運─移轉(BOT)方式興建生質能中心。
為確保民間投資人能依規劃如質如期完工，我們協助桃園市政府環保局執行相關的履約管理工作。本案將成為全台首座整合規劃「熱處理單元(設計處理量219,000公噸/年) 」、「厭氧消化單元(設計處理量為49,275公噸/年)」及「固化掩埋單元(設計掩埋容量約40,000立方公尺)」的生質能中心。
興建完成後，桃園將可達成垃圾自主處理，有效解決桃園市廢棄物處理問題。除此之外，將廢棄物資源化產生再生能源，預估將可提供發電量約二億度(約可提供六萬戶用電量)，將促使桃園成為綠色低碳城市，為台灣首次循環經濟導入城市發展，因此，桃園市生質能中心亦為永續發展及循環經濟指標性的廢棄物處理中心。生質能中心於107年10月開始興建，預計110年10月前開始營運。
