The European Commission has selected Stantec to provide key support to the African Union Commission by leading and supervising the development of a harmonized electricity market in Africa. The project concerns first phase implementation of the African Single Electricity Market (AfSEM), a project that aims to bring together the electricity sectors of the African Union's 55 member states. Upon completion, the initiative would create one of the largest electricity markets in the world, providing electricity to a population of more than 1.3 billion.

As team leader for the AfSEM project, Stantec will coordinate the development of several monitoring systems, tariff frameworks, roadmaps. and policy papers. The team will also oversee the development of a transmission and generation power system master plan with the AUDA NEPAD – the development agency of the African Union. Stantec’s team of International Development specialists in Belgium will supervise all of the activities carried out within the project The team will focus specifically on the transmission of information and collaboration among project specialists, with the goal of maximizing the impact of the project.

“I have worked on similar projects in the past, so have seen firsthand what benefits can come from such a coordinated effort,” said Stantec’s Alexandros Grivas, Energy Finance Expert on AfSEM. “The development of the African Single Electricity Market will effectively address the continent’s electricity supply challenges, provide a cost-efficient instrument for electricity access, and act as a conduit tool for exploring the full potential of Africa’s renewable energy resources.”

Managing projects of this size is a specialty of the Belgian team.

“Over the past years, Stantec has led and participated in some of the largest sustainable energy and electrification projects on the globe. Our team has both the experience as well as the technical expertise to provide guidance and leadership in this project, which will bring opportunities to enhance the lives of so many communities all over the African continent”, said Christophe Leroy, Operations Director for Stantec in Belgium. “The European Union and African Union have worked together since 2015 to harmonize the electricity sectors of the African member states.
