Four strategic hires grow Stantec transportation team

Engineers support expanding transportation structures team across California

Global design firm Stantec recently expanded its transportation and structural practice in California with four strategic hires. With two new team members in Southern California and two in the Bay Area, the growing team is positioned to assist key clients with critical infrastructure upgrades across the state.

Joining Stantec are:

  • Richard Campbell, PE, as director of transportation structures in California based in Irvine
  • Sammy Tu, SE, PE, as a senior structural engineer based in Walnut Creek
  • Anurag Upadhyay, PE, as a senior structural engineer based in Los Angeles
  • Jinquan Zhong, PE, PhD, as a senior structural engineer based in San Francisco

As director of California structures, Campbell brings 40 years of structural, civil, and mechanical engineering experience to the firm. He has been responsible for the planning, design, construction, retrofit, and inspection of California highway, rail, transit, and high-speed rail structures. He has a history of leadership and collaboration with the other new team members and key Stantec clients and is passionate about the delivery of high-quality, sustainable facilities.

Tu’s 30 years of structural design experience includes mass transit, highway and railway bridges, underground stations, tunnels, and maintenance facilities. He is well-versed with best practices and standards in the western US and Canada and has helped deliver key projects for Bay Area Rapid Transit (BART), Los Angeles County Metropolitan Transportation Authority (LA Metro), Santa Clara Valley Transportation Authority (VTA), Washington State Department of Transportation (WSDOT), and Sound Transit.

Upadhyay brings 20 years of experience designing bridges, assessing risk, managing construction, and planning complex infrastructure projects. His portfolio includes replacement or rehabilitation of long-span signature bridges on the East Coast. Upadhyay has extensive hands-on experience with structural health monitoring, weigh-in-motion testing, and bridge-vibration monitoring. He is passionate about using probabilistic data to assess and deliver resilient public infrastructure. 

Zhong has 16 years of experience in structural and geotechnical engineering. He focuses on structural design of urban transit and station projects. Recently, he helped deliver final design of LA Metro’s underground Century City/Constellation Station for Purple Line Extension Section 2, as well as two East Entrances at UCLA Station for Purple Line Extension Section 3 Station projects.

Stantec is helping to deliver some of the largest transportation infrastructure projects in the State of California. Among the clients Stantec is assisting are LA Metro, California High Speed Rail Authority (CHSRA), BART, North County Transit District (NCTD), Caltrain, Caltrans, and VTA.

The firm is currently working on construction projects for the California High Speed Rail Project, is assisting LA Metro with Section 1 of the Purple Line Extension Project, and helped deliver the $US 741 million expansion of the San Ysidro Land Port of Entry.
