Initiating improvements to reduce sewer overflows in San Antonio

In 2013, the San Antonio Water System (SAWS) entered a consent decree with the EPA and Department of Justice. This required them to initiate improvements to their sewer collection system and mitigate sanitary sewer overflows.

SAWS’ aging collection system had maintenance challenges in dry weather and experienced significant inflow and infiltration during wet weather. SAWS was also having a difficult time developing plans that were acceptable to the EPA. With the project under an aggressive implementation schedule and the City facing pressure to provide affordable solutions for its citizens, we were selected to be the Basin Planning Consultant for the East and West Basins of the Sanitary Overflow Reduction Program.

This includes evaluating and selecting remedial measures for 60 miles of small diameter and 40 miles of large diameter pipes. Manual and InfoMaster based workflows work in concert to produce results that are consistent across the basins. This allowed an initial 10 miles to be evaluated and remedial measures selected within the first 100 days of the contract. We also developed routing studies (10% design) for 10 capacity constraint projects.
