A comprehensive schedule to include 432 high-priority projects

We helped Kansas City develop and implement their Capital Improvements Management Office (CIMO) Program. CIMO was formed as a stand-alone department, tasked with the accountability for whole-life program management, program-wide standardization, community connection, and cost-transparency for all capital spending, including wastewater, water, buildings, and, roads projects.

Our program management team worked for three years to develop the right program for CIMO, as well as provide controls support for the city staff in Kansas. Our efforts improved quality, reduced costs, and shortened delivery times of scheduled projects by setting new standards, processes, and procedures. Initially, we provided project and program management expertise with a team of 6 full-time Stantec staff and 20 consultants. Ultimately, the task force rose to 35 consultants and 80 city staff, transitioning into 100% city staff by the end of the program.

The comprehensive schedule included 432 high-priority projects, ranging from street improvements and wastewater treatment upgrades, to fire station remodels and utility enhancements. To make things easier, we assisted with budgeting, scheduling, construction methods, construction management, constructability, contracting, training, and general management principles.

In the end, we helped the City of Kansas to reduce project initiation time and project completion time. And, our strategy created relationships that encouraged quick payment, reasonable risk allocation, and participation from community stakeholders. Now, CIMO directs more than a billion dollars in capital improvement projects in Kansas City.
