Prince George’s County Public Schools Blueprint Schools Program

Prince George's County Public Schools (PGCPS), one of the nation's largest school districts, faced a critical challenge. Rapid enrollment growth had created a severe space shortage across their aging middle schools. To address this, PGCPS entered into a public-private partnership (P3) with Prince George’s County Education and Community Partners. This consortium—comprised of Fengate Asset Management, Gilbane Development Company, Gilbane Building Company, Stantec, and Honeywell Building Technologies—was responsible for designing, building financing, operating, and maintaining six new schools under a 30-year contract.

As the consortium’s architect, we developed a prototype design for these schools. This method would allow the team to achieve economies of scale with customizable base designs for two- and four-story schools. Four of the resulting two-story middle schools are almost identical. We achieved physical distinction between the four by mirroring one along the long axis and another along the short. We applied the four-story design to the fifth middle school and a K-8 school.

To further avoid a uniform appearance, we gave each school a unique identity through customized interior finishes and design elements, reflecting each school community’s culture and values. With flexible spaces more adaptable to modern pedagogy, the design also offers a variety learning environments through small and large group instruction and peer-to-peer engagement.

This pioneering delivery approach is the first of its kind for a US public school system and provided five new middle schools and one K-8 school while cutting delivery time in half, reducing construction costs, and reducing preventative maintenance over the life of the schools. Compared to a traditional construction procurement model, this approach will save approximately $174 million in deferred maintenance and construction costs.
