Stantec appoints Andy Preston and Lee Conroy as Directors for Local Authorities

Stantec welcomes Lee Conroy and Andy Preston to the UK Community Development team where they will both take on the role of Director, each with a specific focus on local authorities.  

Andy and Lee will work together to increase Stantec’s presence and project work with local authorities across the UK, working with our technical teams to deliver exceptional projects and developing relationships with clients.

Lee takes on the overall lead for the local authority sector for Stantec with a specific focus for local authorities in Scotland and the North. Andy will lead across Midlands and East, and the South of the UK, and assume the Framework Director role for ESPO. Andy will also drive Stantec’s Active Travel portfolio of work across the UK. Together, they will use their experience to ensure Stantec is meeting the needs of local authority clients to help address the many challenges faced in delivering sustainable communities for the future. Lee and Andy will be supported by a wider team across Stantec focusing on the local authority sector.

A civil engineer by profession, Andy has spent 21 years working with and for local authorities, helping them design and nurture thriving communities. He joins Stantec from Cambridgeshire County Council where he was Assistant Director for Infrastructure and Growth. Prior to this he worked for several local authorities across the Midlands and East region, including Lincolnshire County Council, Leicester City Council, Nottinghamshire County Council, and Birmingham City Council. During his career he has led several high-profile infrastructure projects including the major regeneration of Leicester city centre, the Ely Southern bypass, and the Kings Dyke bypass schemes.  

Lee joins Stantec from Costain where he was Director for the Local Authority sector. Lee has spent 22 years working with and for local authorities, which began at Wyre Borough Council, before moving into the private sector, practicing urban design and masterplanning. Prior to Costain, Lee worked for Capita for 13 years, where he worked across various management positions supporting Capita’s Local Government strategic partnerships and latterly progressed to the role of Operations Directors for Capita’s Infrastructure Division. Lee has led teams to deliver a variety of placemaking programmes including Blackburn’s town centre regeneration strategy, South Tyneside Building Schools for Future and Lancashire’s Pennine Reach Rapid Transit scheme. 

Commenting on his new role, Lee said: “I have worked with Stantec previously and was impressed by the ambition to grow and achieve great things with local government clients for the good of local communities. I am passionate about placemaking, and I see an excellent portfolio of skills at Stantec which gives us a great platform to offer a unique response to the local place-based challenges and opportunities which our councils face today. I’m excited to be working with Andy and the rest of the team to drive the market forward and create opportunities for everyone to work on diverse projects that really make a difference.”
