Stantec welcomes seasoned leader in Water and Wastewater Treatment

The top-ten global design firm expands its Mid-Atlantic Water group

In response to continued growth in the Mid-Atlantic region, Stantec’s Water practice welcomes a strategic hire to its Fairfax, Virginia office. Nicolle Boulay joins Stantec as Sector Leader for Water in Virginia, bringing nearly 20 years of experience in water and wastewater treatment plant planning, design, and construction across the Washington, DC metro area.

Focused on increasing the group’s growth and performance in the region, Boulay will leverage her in-depth understanding of water and wastewater treatment practices with her results-oriented and collaborative approach to deliver project excellence—from the design phase to implementation.

During her career, Boulay has established a proficiency as a leader, manager, and process engineer for large-scale water and wastewater treatment plant design and construction projects. Prior to her role at Stantec, Boulay served as Program Manager for Loudoun Water’s Potomac Water Supply Program, a $400 million water supply and treatment program serving the utility’s Central Water Supply System. In previous positions, she has supported the design and construction of such advanced facilities as the Lake Gaston Water Treatment Plant, a greenfield ultrafiltration membrane facility in Chesapeake, Virginia, as well as delivering unique solutions for clients navigating water treatment challenges, including her work enabling EPA compliance for the Washington Aqueduct during the lead crisis in 2004.

She received her bachelor of science degree in civil engineering from Bucknell University and her master of science in environmental engineering from Virginia Tech. Highly active in the industry, Boulay has been involved in the Water Environment Federation and the American Water Works Association, serving as committee chair for several committees and holding board level positions. This past August she was awarded the George Warren Fuller Award by the Chesapeake Section of AWWA, recognizing distinguished service to the field. Boulay is also an accomplished industry expert, having been published in leading industry publications and presenting at conferences across the country.

Locally, the firm is currently the primary project designer, as part of a design-build team with PC Construction and Hazen and Sawyer, for the first phase of Washington Suburban Sanitary Commission’s $250 million Piscataway Water Resource Recovery Facility Bio-Energy Project in Prince George’s County, Maryland.
