As a Chartered Waste Manager and Chartered Environmentalist, Francis has over 30 years’ experience in the UK and international Waste Management, Minerals and Property Sectors, during which time he has been involved in all aspects of solid waste management, mineral extraction and the regeneration of brownfield land.
Francis has been Contract Director for major Defra and Environment Agency frameworks and directed the production of several regulatory guidance documents. With Local Authorities he has worked on waste contract procurement, infrastructure development and landfill remediation. He has also been involved in the development of private integrated waste management facilities, mineral extraction and brownfield regeneration.
With extensive experience of regulatory negotiations, Francis has acted as expert witness in litigation and public inquiries. He has also led technical, environmental and commercial due diligence projects on a number of major company transactions. He specialises in the understanding of subsurface environmental liabilities and their mitigation and management.
