District Energy Modernization - Energy Services Acquisition Program (ESAP)

We have played a long-standing role in supporting the Government of Canada’s Energy Services Acquisition Program (ESAP), helping modernize how heating and cooling are delivered across the National Capital Region. Working as client representatives for Public Services and Procurement Canada (PSPC), we supported project planning, design review, and stakeholder coordination to help advance a new generation of low‑temperature district energy systems serving connected facilities.

Drawing on our multidisciplinary expertise, we supported design approvals with the National Capital Commission (NCC) and prepared materials for architectural and capital project design reviews, helping balance operational needs, urban design objectives, and community considerations. Our team also worked closely with architectural partners to translate complex infrastructure into clear concepts and visuals that supported decision‑making and public engagement.

Throughout the program, we provided energy system evaluations and performance studies for ESAP’s energy centers, supporting systems representing more than 200 megawatts (MW) of heating and 150 MW of cooling capacity. This work included electrical infrastructure reviews, system optimization, technical specifications, and construction-phase support. In parallel, we helped deliver more than 20 building renovations required for connected buildings, using digital models and virtual walkthroughs to reduce disruption and allow facilities to remain operational during construction which helped with a smooth transition to a low‑carbon modernized thermal energy network.

This program is transforming one of Canada’s largest public district energy systems from an aging, high-carbon steam network into a modern, low-temperature, electrified system. It will deliver significant greenhouse gas (GHG) emission reductions, improved reliability and safety, long-term cost savings, and establish a national benchmark for deep decarbonization of large institutional energy systems.
