A senior project manager and regulatory specialist with over 16 years of experience, David manages complex infrastructure projects and provides permitting strategy and expertise. He’s prepared and managed National Environmental Policy Act (NEPA) and California Environmental Quality Act (CEQA) documents and provided environmental compliance management during construction. With experience in the transportation, renewable energy, power, and water sectors, Dave’s focus is on building client relationships and providing the necessary service to achieve client objectives.
His work managing environmental and regulatory compliance and consensus building for large and complex transportation projects throughout California includes the High-Speed Train, the Hwy 101 widening projects in the Bay Area, and the Bay Area Toll Authority seismic retrofits. David leads teams in producing environmental documentation and performing environmental services in accordance with Caltrans Local Assistance Procedures and the Caltrans Standard Environmental Reference.
As the discipline lead for our Environmental Services Assessment, Permitting, and Compliance practice in the Pacific, David’s responsibilities include establishing and reinforcing standards for quality, project management, and project delivery.
