Through roles as a public works director, program manager, operations manager, construction manager, and estimator, Charles has delivered a wide variety of water, sewer, street, and drainage design and construction projects over his 30-year career. He also has experience with grant application and management, asset management, stakeholder coordination, bidding, and quality assurance.
As a seasoned construction manager and long-time Jackson Metro area resident, Charles is delivering work that truly hits home—the design of improvements to and repair of the water system in Jackson, Mississippi. Knowing the challenges water system operators face from personal experience, he brings a deep commitment to understanding client and community needs. He is especially passionate about active listening and effective communication to build trust and shape strategic decisions.
When he isn’t busy helping improve crucial infrastructure, Charles enjoys a variety of outdoor activities including biking and fishing with his family and friends.
