Mitigating the transportation impacts of a proposed casino

We helped the Boston Transportation Department respond to the introduction of legalized gaming in Massachusetts.

When the Massachusetts legislature approved legalized gaming, the state initiated a fierce competition among casino operators for three licenses that would be issued, one each, for three separate market areas. Two of the applications for the eastern Massachusetts region were for the sites either wholly or partially located in the City of Boston.

Seeking to understand the potential transportation impacts of these casino resort proposals and secure the most favorable “host community agreements,” the Boston Transportation Department brought us in to review. We considered proposals at the Suffolk Downs racetrack in East Boston and on Route 99 in Charlestown at the Everett municipal boundary.

Working closely with City staff, we reviewed the technical elements of the transportation plans prepared by both applicants, aiming to help city residents understand the implications for their neighborhoods. Our team advocated for the City in the state licensing and permitting processes, encouraging the applicants to develop and fully fund transportation impact mitigation plans for all travel modes.

Ultimately, we aided in shaping the transportation mitigation package incorporated in the gaming license and the impacted community agreement for the Encore casino resort constructed on the Boston/Everett line.
