Implementing remedial actions for a pipeline corridor in Alaska

Stantec provides engineering and project management services for the Rocky Point Management Area (RPMA), located in the Dutch Harbor area of Amaknak Island, Alaska. The Alaska Department of Environmental Conservation submitted a draft compliance order for the RPMA in 2004. Our remedial strategy divided the RPMA into several operational units, and the historic usages by the United States Department of Defense and the Standard Oil Company, a predecessor of the Chevron Corporation, for each operational unit.

The Alaska Department of Environmental Conservation default soil and not-potable groundwater cleanup levels applied for all other constituents of concern. Stantec implemented remedial actions for the pipeline corridor operational unit that included residual fuel recovery, augmenting containment systems to prevent PSH migration, installing groundwater-monitoring wells, delineating the extent of dissolved and phase-separated hydrocarbons, and developing a conceptual site model. Site-specific risk assessments supported determining cleanup levels that are protective of human health and the environment and developing effective remedial strategies for the climate.
